For example, it is common to refer to the democratic potential of culture. Democracy is a frequently used word in festive speeches, policy papers and grant applications. On the other hand, democracy is rarely investigated in the ongoing debate or in cultural policy research. Hence, the aim of this paper is to outline a theoretical framework to analyze cultural policy with point of departure in a Danish context. The underlying basis for this theoretical framework is the Danish post-war debate on democracy and selected theories dealing with democracy. Due to the limited space, this analysis concentrates on democratization of culture and cultural democracy in a Danish post-war perspective. It is concluded that democratization of culture is strongly connected to a notion of democracy as a liberal democracy. A crucial aim of this policy is to support the development of autonomous individuals. In contrast, cultural democracy is connected to a broader notion of democracy. Here, democracy is not only suffrage and a constitutional state, but also includes many kinds of participation (e.g., it could be participation as redistribution of power or participation in the public sphere).",
