The normativity of Hallin and Mancini’s work on media systems Miklós Sukosd (Associate Professor, University of Copenhagen) Abstract This talk discusses comparative media system analysis focusing on Hallin and Mancini’s original work and their second (edited) book, Comparing Media Systems Beyond the Western World. On the one hand, I problematize the implicit normativity of Hallin and Mancini’s approach, and develop an argument regarding a normative position vs. a Weberian “sociology of understanding” approach to Western vs. other historical trajectories of media-politics relations. On the other hand, I examine the applicability of different elements of the Hallin and Mancini model for the analysis of authoritarian and semi-authoritarian media systems in Central and Eastern Europe (CEE) and other non-Western contexts. In these countries, key sectors of the media system remain under strong state control, or actually form a part of the state apparatus. Special attention is given to long-term factors such as reading culture and the level of general education (as indicated by high/low newspaper circulation) as well as censorship in a historical perspective. Finally, the recent shift towards more authoritarian media models in CEE and other parts of the world will be interpreted in the context of the effects of the global financial crisis in 2008, the emergence of the BRICS countries, and related problems of Western liberal democracies.
